3. EMPLOYMENT AND VACANCIES The positions that were filled in the current financial year were those identified as critical, and the remaining positions were put on hold due to the moratorium on filling vacant positions as a cost-cutting measure. This was as a result of the lasting effects of the COVID-19 pandemic. Other positions filled were those that became vacant due to terminations as the result of resignations, retirement, and dismissals. The vacant positions were filled in line with the Employment Equity (EE) plan, which focussed on employing mainly black males, females and coloured males and females in the technical and management level positions. 3.1.
