Technical Training (TT) is aimed at implementing the 18.2 (unemployed youth) learnership programmes, in response to Rand Water’s Shareholder Compact. Technical Training has collaborated with the Skills Development Facilitator, Human Resources, Vaal Marina Water Treatment Plant, Emfuleni Local Municipality, City of Tshwane, and Johannesburg Water in this initiative. The technical learnership programmes (Water and Wastewater) are facilitated internally, while non-technical learnership programmes (Horticulture, Business Administration and General Office Administration) are facilitated by accredited external service providers sourced through the supply chain process. All these programmes implementation is based on project management, and are linked to the sector skills plan of EWSETA, Agri SETA, and Services SETA.

Rand Water’s Blue Drop Process Controllers Training profile is managed by Water Technology Training (WTT) through the implementation of in-house learnership programmes. This is done in accordance with draft Regulation 813 of the Water Services Act, Act No. 108 of 1997, that states “there shall be no person operating water treatment works without a Process Controller license”. Rand Water ensures compliance of the licensing of the Process Controllers operating its treatment water works through its training, as guided by the criteria for Blue Drop which forms part of the Water Safety Plan. WTT also implements the Water and Wastewater Reticulation Services Learnership to Operations employees to address the Water Use Efficiency and Water Loss Management requirement. In the year under review, WTT has been appointed to roll out learnership programmes for Emfuleni Municipality under ELM s63 project. The programme officially commenced on the 6 th of June 2023. The purpose of the training is to upskill and capacitate the ELM Process Controllers and classify them as per Regulation 813 requirements. The NQF L2 Water and Wastewater Treatment Process Operations programme is due for completion in May 2024. The chart below indicates WTT Learnerships implemented and beneficiaries for the period under review.
