Figure 2, indicates the percentage distribution of learners per Phase and Grade. The majority of learners, 27.2% are enrolled in the Foundation Phase, 25.6% are enrolled in the Intermediate Phase, 23.0% are enrolled in the Senior Phase, 18.8% in the FET Phase and 5.3% in Grade R and Pre-Grade R.

Learner enrolment in public special schools increased by 21.7% from 48,180 in 2018 to 58,546 in 2019. This increase in learner enrolment is due to the conversion of ten public ordinary schools to special schools in the 2018 academic year. Learner enrolment in special schools increase at an average annual rate of 5.4%.
