The Grade R learner enrolment increased from 96,344 learners in 2012 to 147,354 learners in 2018. This represents a 53.0% increase in learner enrolments across the sector. Grade R shows an average annual increase of 8.4%.

The learner educator ratio as displayed in Figure 5 indicates that there was an increase of educator’s responsibility in both primary and secondary schools. The learner educator ratio in the primary schools increased from 36.5% in 2012 to 39.3% in 2019. Secondary schools also experienced a slight increase from 29.6% in 2012 to 32.4% in 2019. This increase in both primary and secondary schools is an indication of the demand for educators and learning space in public ordinary schools.
