Learner enrolment shows that 9,018 learners migrated into Gauteng from other provinces and neighbouring countries between 2018 and 2019. Learner in-migration has increased from 97,638 to 106,656 an increase of 9.2%. A breakdown of the numbers shows that 80,244 (75.2%) learners are from other provinces and 26,412 (24.8%) learners are from neighbouring countries. The districts most affected by in-migration in 2019 are Ekurhuleni North and Tshwane South. A11.1 Performance Delivery Environment The province has 15 districts with 2,071 public ordinary schools, 218 Independent Subsidised and 590 Independent Non-subsidised schools. The other sectors include Learners with Special Educational Needs (LSEN) with 167 institutions of which 139 are public, 6 Independent Subsidised and 22 Independent Non subsidised schools. The population growth and migration into the province drives the growth of learner enrolment in both public and independent schools. Admission records for the 2019 academic year, show that 2,481,251 learners are enrolled across all sectors. 89% (2,218,328) of the learners are enrolled in public schools of which 2,164,917 are in public ordinary schools and 53,411 in special schools. 6% (150,792) of the learners are enrolled in independent non-subsidised schools and 5% (112,131) of the learners attend independent subsided schools. There are currently 59,126 educators employed in public ordinary schools with 35,736 educators employed in primary schools whilst 23,390 educators are employed in public secondary schools and there are 4,127 educators in public special schools.

There has been a steady growth in learner enrolment in schools from 1995 to 2019. A contributing factor to this growth is the improved accessibility to education and the improved quality of education in the province. The Department has experienced the highest demand for learning in public ordinary schools. Learner enrolment in public schools from Grade 1 to 12 increased from 1,310,080 in 1995 to 2,047,384 in 2019. From 2012 to 2019 learner enrolment increased at an average annual rate of 2.2%. There are on average 994 learners in 2,071 public ordinary schools in the province.
