Part A: General Information & Strategic Overview
• The Bursary policy will be revised for HEIs and TVETs to target critical skills areas and close the gaps for the ‘missing middle’ and also award bursaries for post graduate studies • Learnerships and internships programmes will model the skills requirements for the township economy and corridor focus to respond to skills needs of local labour markets • Focus on TVET college system as credible partners in delivering of occupational qualifications, particularly artisans and technicians, building linkages between college and employers and strengthening the capacity of TVET college’s leadership and management focus • Engage with various private sector stakeholders inclusive of the organized labour within the GCR to drive partnership strategies aligned to the MSPII and ensure a pool of skills is readily available across industry and society to drive the economic growth of the Province • The Department will: • Provide 2 500 bursary allocations to learners in no fee schools. • Offer 10 000 Grade 8 and 9 learners access to career guidance and counselling through lay career counsellors. • Ensure that 1 000 learners are adopted and supported by organizations with a view to career pathing and employment. • Place 2 000 learners (youth) in formal learnership programmes. • Afford 2 000 graduates to benefit from experiential learning and workplace experience. A11. Updated Situational Analysis The country’s population grew by a nominal 1,5% between 2017 and 2018. In 2018, Statistics South Africa (Stats SA) estimated the mid-year population at 57,7 million. Gauteng comprises the largest share of the South African population as compared to other provinces. Approximately 14,7 million people (25,4%) live in this province. Inter-provincial as well as international migration patterns significantly influence the age structure and distribution of the provincial population. Over the period 2016–2021, it is estimated that Gauteng will experience an inflow of approximately 1,048,440 migrants – the largest in the country. The influx of migrants into the province will place severe pressure on the educational resources like classrooms, teaching materials and teachers. Under the provincial TMR strategy, the GDE is continually innovating to enable the province to achieve its educational mandate. This is being done through the online admission of learners, the provisioning of additional infrastructure in schools and by offering innovative solutions in the classroom through eLearning and the establishment of Schools of Specialisation. Priority 20: Promote Young Writers and Publications for use in schools The Department will host a Young Writers Award Ceremony in November 2019 wherein 200 Young Writers will be invited to attend.
