Strategic Goal 5: To address the needs of Gauteng Youth through development programs and increasing youth Employability Priority 18: Develop a Master Skills Programme aligned to skills required by the Fourth Industrial Revolution The Master Skills Plan II (2017-2022) Strategy responds to the skills needs of the province with priority areas outlined below that will serve to address the TMR goals and drive economic growth and social youth employment needs. • Reposition Tshepo 1 million as a comprehensive youth development program that integrates all youth development initiatives in the three spheres of government focusing on youth employment; entrepreneurship and a massive skills revolution program that will ensure that every young person in the province has a skill that they can use to fend for themselves. • With regards to creating job opportunities for graduates, Gauteng should embark on a reskilling revolution in partnership with TVET colleges to produce graduates with the required skills in the labour market. Furthermore, practical skills like artisan should be emphasis in order to create more entrepreneurs which will be streamlined in the Tshepo 1 million projects. • Use public works programmes to absorb youth into job opportunities • Identify and implement insourcing opportunities across the city region and absorb all the community health workers • Resolving youth unemployment should include deploying and working with young people in the NGO Sector. We should mobilise young people to become foot soldier’s and champions for community development • Coordination of SETAs and their output • Host Gauteng ‘Youth’ Skills Forum on technological change and the job market: 4IR to: • New jobs that will emerge • How to equip people to do these jobs • What kind of income will they produce (their potential for addressing poverty and inequality) • The department is in the process of refurbishing a number of technical high schools to improve their conditions in order to operate as a proper technical high school. We will also expand our programmes in respect of artisans, learnerships and internships for youth and unemployed graduates together with business and SETAs. The priority areas are:

The alignment of MSP II to the Gauteng Economic Development Strategy is informed by the NDP 2030 to increase the number of skills development opportunities to empower youth in the GCR. The implementation is crafted within the following activities:
