Priority 15: Increase and intensify SGB Support and Advisory Work

School Governing Bodies • SGBs, SMT and RCLs will undergo training during this financial year. • The Department will increase and intensify SGB Support and Advisory Work. • The advisory work will include policy recommendations on school governance related matters.

Priority 16: Improve District Support and Labour Dispute Resolutions Mechanism

Strategic and Operational Planning

The Department will facilitate and coordinate the strategic planning framework and related processes to ensure alignment between statutory mandates, plans, budgets and resource utilisation.

Financial Management The finance branch will assist the MEC to provide the Committee (SCOPA) and Portfolio Committee on Education with a monthly report detailing its adherence and compliance to the requirements of all applicable legislation. The branch will also ensure that tender processes are subjected to a probity review by Gauteng Provincial Treasury as part of the Open Tender Process or through internal risk review for tenders of a lower rand value. An action plan on all findings from the Auditor General of South Africa (AGSA) audit including irregular expenditure has also been developed. This Action Plan will be monitored monthly to track progress on the development and maintenance of controls to ensure that irregular expenditure does not recur. The Management of Policy and procedure on Incapacity Leave and Ill-health Retirement (PILIR) (Advocacy) The Department has developed a PILIR guideline booklet with the support of the Provincial Education Labour Relations Council (PELRC). This guideline booklet seeks to provide a simple user-friendly guide to PILIR processes and therefore create a better understanding of PILIR. Once printed the information booklets will be made available to all current and future GDE staff. The booklets will be mediated through advocacy sessions across the province to all levels of staff. The Department will implement programmes that will stabilize schools from the challenges that make them dysfunctional: • Special investigations will be conducted to stabilize challenges in schools, thereby promoting improved performance of institutions. • Flashpoints will be responded to immediately and advice and guidance will be given in relation to services; policies; systems and development.
