BOARD OF DIRECTORS
A seasoned engineering professional, Mr. Ntoyi possesses in-depth experience across land development, construction, civil engineering projects, water and sanitation initiatives, bulk water supply including reservoirs and treatment plants sanitation infrastructure such as pump stations and wastewater treatment facilities, roads and stormwater projects, structural building works, traffic engineering, project management, municipal services, private property developments, human resources, business administration, and governance at executive and Board levels. As Chief Executive at Vaal Central Water Board, Mr. Ntoyi has demonstrated significant leadership, overseeing the organisation’s strategic direction, operational performance, and long-term sustainability. Under his stewardship, the Board has addressed complex challenges within the water sector, implemented key infrastructure projects, and reinforced its commitment to delivering reliable water services to communities. Mr. Ntoyi’s visionary leadership is a testament to his dedication to public service and expertise in utility management.

Mr. Ntoyi holds the following qualifications: • Master of Business Administration (MBA) • Bachelor of Technology (B-Tech) in Civil Engineering • National Diploma in Civil Engineering • National Diploma in Public Finance Management and Administration • National Certificate in Local Economic Development • Certificate in Municipal Finance Management Programme (MFMP) Mr. Ntoyi is a registered Professional Construction Project Manager, accredited by the South African Council for the Project and Construction Management Professions (SACPCMP). He currently serves as Chief Executive of Vaal Central Water. Mr. Ntoyi brings extensive experience in local government, having previously held senior management positions including Technical Manager at Letsemeng Local Municipality, Strategic Executive Director of Technical Services at Motheo District Municipality, Executive Director of Infrastructural Services at Mangaung Local Municipality, and Head of Directorate Engineering Services at Mangaung Metropolitan Municipality. He has also contributed his expertise as a Board Member for Pelonomi Regional Hospital and served as Chairperson of the Universitas Academic Hospital Board from April 2020 to May 2022. He has been reappointed as Chairperson for a second consecutive term from September 1, 2022, to December 2025. Mr. Ntoyi is a former Member of the Board at Bloem Water, where he chaired the Capital Project and Fixed Assets Committee. He is registered with the Institute of Directors in Southern Africa (IDOSA).
