Language that is not gender- specific and which considers people in general, with no reference to women and men. Legislation that is drafted in universal terms, ignoring gender-specific situations and power relations between women and men that underpin sex-and gender- based discrimination, including gender-based violence against women. Policies that are not specifically aimed at either women or men and are assumed to affect both sexes equally.
