South African Police Services, the Department of Social Development, the Department of Community Safety Security and Liaison, the Department of Justice and Constitutional Development, and the school safety programmes implemented in collaboration with these partners. The Employer reported on schools linked with their nearest police stations, schools reviewing their school safety plans, safety committees trained on their roles and responsibilities, hot-spot schools, and the nature of crimes in schools. Early Childhood Development (ECD) During the reporting period, the Employer presented three reports on monitoring, training and professional development, curriculum development, conditions of service, statistical reports on supply and demand and updates around national processes of ECD to the task team meetings and four reports to the quarterly Chamber meetings. The reports indicated that from the 2015 cohort of Grade R practitioners, 1 603 Grade R practitioners had been translated into Grade R educators after obtaining their professional qualifications. Approximately 432 remain Grade R practitioners, 54 are currently studying for a professional qualification, 220 have dropped out and 106 failed to register. The Employer also reported on the progress of training in the Early Childhood Development Institute for ECD practitioners to acquire a NQF Level Four qualification. Filling of posts The Employer submitted four reports on recruitment, selection, filling of posts, excess educators, implementing Collective Agreement 4 of 2018 (translation of temporary educators), new entrants, and promotional posts to the task team meetings. The reports indicated that for the 2023/24 financial year 1 840 temporary educators were converted into permanent educators, 45 principals, 115 deputy principals and 290 departmental heads were appointed. Maths Science and Technology Schools (MST) The Employer presented four reports on the implementation of the MST project, provision of resources (Human and physical) to the MST schools and feeder schools, training of educators, and performance of MST schools to the task team meetings. The reports were presented and ratified by the Chamber meetings, which were held on 21 July 2023, 22 September 2023, 12 December 2023, and 25 March 2024.
