Overview of the Supply Chain Management Services Department’s Performance for the 2023/24 Financial Year Supply Chain Management supports the Council by ensuring that goods and services are procured through a process that is fair, transparent, cost-effective and efficient. The Supply Chain Management (SCM) unit reviewed its policies to ensure they remained relevant and considered any developments within the environment for the Council and procurement trends within the field. During the year under review, there were no major key policy developments and/or legislative changes that affected the mandate of the ELRC. For this financial year, the approved procurement plan consisted of one tender and was finalised within the financial year 2023-24. The SCM unit keeps a database of prospective suppliers of goods and services that may be used to procure the Council’s requirements through formal written price quotations. This database is updated continuously as and when required or when applications are received. During the cleanup process, a number of suppliers not used for over five years and with no transactional history were deregistered.
