Customer Water Demand Management Analysis of Customer Demand
The supply volumes to customers did not follow a typical water demand pattern, with seasonal variation. The supply to customers remained constant and very high, at an average of 4 521 Mℓ/d for the 2022/23 Financial Year. This average was considerably higher than the Project 1600 target volumes, which were determined scientifically using Rand Water’s Water Use Efficiency Model and was allocated and communicated to Rand Water customers since 2017. The aim of the Project 1600 targets was for Rand Water customers to improve their water use efficiency, for Rand Water to achieve the abstraction limit of 1600 million cubic metres per annum (Mm³/annum). The breakdown of the supply volumes to the municipal sector and the direct users, (e.g., mines, industries, and small users) indicate that it is the municipal sector that mainly exceeds their allocated Project 1600 targets. At the end of the 2022/23 Financial Year, the municipal sector exceeded their Project 1600 targets by 13%, whilst the direct users were well within their targets, only utilising about 50% of their allocation. It is important to note that improving the water use efficiency in the municipal sector will contribute greatly to ensuring sustainability in the water supply from Rand Water. This is shown below:

Figure 20: Supply volumes per customer sector For the past five (5) years, Rand Water has seen a growth in demand of about 1.29%, which is lower than the 2% observed in previous years. Some of the water conservation and demand management initiatives such as Project 1600 and others that are implemented by Rand Water and its customers, are yielding some positive effects, and is slowing down the growth in demand. However, based on the water use efficiency assessment, much more must be done to ensure the sustainable withdrawal from the available water resources.
