6. CONDITIONAL GRANTS

6.1 Conditional grants and earmarked funds paid (transferred) The table below describes the conditional grants and earmarked funds paid (transferred) by the department.

Purpose of the grant

• To transform urban and rural community library infrastructure, facilities and services (primarily targeting previously disadvantaged communities) through a recapitalised programme at provincial level in support of local government and national initiatives.

Expected outputs of the grant

• Business plans for the transfers received from the 10 municipalities • Reading programmes implemented in 6 municipalities. • 71 386 items of library materials (books) purchased.

• Transfer funds to 8 municipalities for the maintenance of staff members. • Transfer funds to 8 municipalities for the appointment of new staff members. • Periodical and newspaper subscriptions for libraries renewed in 6 municipalities. • Asset veri ¿ cation of books in Ekurhuleni, Lesedi, Mogale City and Rand West libraries supported. • ICT network and internet feed in West Rand libraries maintained, including license fees and antivirus software. • Book security system in Ekurhuleni libraries replaced. • Funds transferred to 5 municipalities to procure furniture for libraries. • Transfer funds to 5 municipalities for maintenance and refurbishment projects in libraries. • One dual-purpose library established and 11 maintained. • E-learning centres at libraries in Emfuleni maintained. • Funds transferred to 3 municipalities to procure media maintenance. • ICT infrastructure upgraded in libraries. • Staff in 6 municipalities professionally developed.
