B2. Programme 2: Public Ordinary Schools Education Programme purpose
• To provide public ordinary education from Grades 1 to 12, in accordance with the South African Schools Act and White Paper 6 on inclusive education. • To provide specific public primary ordinary schools with resources required for the Grade 1 to 7 levels. • To provide specific public secondary ordinary schools with resources required for the Grades 8 to 12 levels. • To provide Departmental services for the professional and other development of educators and non-educators in public ordinary schools. • To provide additional and departmentally managed sporting, cultural and reading activities in public ordinary schools. • To provide for projects under Programme 2 specified by the Department of Basic Education and funded by conditional grants. The priority will be to focus on improving learner test scores for SBA’s in Literacy/Language and Numeracy/ Mathematics in Grades 3 and 6 in the Intermediate Phase. The development of the General Education and Training (GET) Strategy (Grade 1-9) will ensure the seamless implementation and synergy of programmes and interventions across the system. Major focus will be on the achievement of quality outcomes especially in Grade 1. Focus will be on the promotion and sustained re-enforcement of various reading activities throughout the year. The strengthening of teaching Home Languages in the Foundation and Intermediate Phases will continue and this will be supplemented by providing of African Language lesson plans and readers. The GET Strategy will continue in secondary schools with a strong focus on Numeracy and Literacy. The Grade 8 and 9 Mathematics Strategy will be further strengthened during the year. Schools will be provided with maths kits, lesson plans and DVDs to enhance teaching and learning. Grade 8 and 9 educators will be trained on content knowledge and assessment practices to improve the quality of teaching and learning. Various learner camps for Grade 9’s will occur. Monitoring, support and assessments of these initiatives will continue during the year.
