B1.5 Performance and Budget Trends

The Administration budget increased from R3,2 billion in 2018/19 to R3,8 billion in 2019/20. This represents a 16.3% increase from the previous year. The Compensation of Employees increased from R2,5 billion in 2018/19 to R3 billion in 2019/20 a rand value increase of R499 million translating to an increase of 19.2%. The Department also made provision for the improvement in the conditions of service for office based staff. On average, compensation will increase by 16.0% over the 2019 MTEF period. Goods and Services remains the second largest cost item under current payments. The budget increased from R662 million in 2018/19 to R692 million in 2019/20. This increase amounts to a rand value increase of R29,4 million, a percentage growth of 4.4%. The increase is offset by the reprioritisation of improved management processes and the funding of the Department’s realigned structure and district offices. Goods and services shows an average increase of 5.8% over the 2019/20 MTEF. The 2019/20 budget for Transfers and Subsidies amounts to R6,1 million, the budget increased with R337 thousand from 2018/19. Transfers and subsidies show an average increase of 5.6% over the 2019 MTEF. The budget for the Payment of Capital assets increased from R33,6 million in 2018/19 to R43,1 million in 2019/20. The budget increased by R9,5 million a 28.4% increase. District Administration receives an allocation of R75,5 million for the 2019/20 financial year. The Department is allocating a further R5,2 million to a Library Information System. This system will provide library access to learners in schools that do not have libraries. The Department’s Information Management Systems will receive an allocation of R23,1 million to ensure connectivity in schools and to enable schools to utilise SA-SAMS to provide learner data to the national learner tracking system.
