The above table shows the infrastructure expenditure trends from 2015/16 to 2019/20 and the estimated budgets for the 2019 Medium-Term Expenditure Framework (MTEF) period. The infrastructure budget increased from R1,6 billion in 2018/19 to R1,9 billion in 2019/20. This is a 14.9% increase in allocation of funds. The increase in funding from 2018/2019 to 2019/2020 amounts to R253 million. Over the 2019 MTEF, the budget shows an average increase of 3.8%. Infrastructure budget allocations are dependent on what can be delivered; if expenditure is low then Treasury will reduce the budget for the following year. The R1.9 billion allocated for 2019/20 financial year is mainly to complete new school projects that commenced construction in the previous financial year as well as the major rehabilitation of various schools. The budget will also be used for the completion of the upgrading of existing schools for E- learning purposes. Over the 2019 MTEF period, a total of R5.2 billion is allocated across various infrastructure investment categories, where R2.2 billion is allocated for the provision of new infrastructure, R688 million is allocated for upgrading and additions, R1,5 billion is allocated for rehabilitation and refurbishment and a further R704 million is allocated for the maintenance and repairs of education infrastructure.

C2. Conditional Grants

The conditional grants allocated to the Department of Basic Education are in line with the national Government’s policies, particularly the pro-poor policies.

Gauteng Department of Education is allocated six conditional grants:

• Education Infrastructure Grant to Provinces. • HIV and AIDS (Life Skills Education) Grant. • National School Nutrition Programme Grant. • Mathematics, Science and Technology Grant. • Learners with Profound Intellectual Disabilities Grant.

Strategic goal

To complement the budget of Gauteng province, to fund the provision of education infrastructure in line with the regulations relating to minimum uniform Norms and Standards for Public School Infrastructure.
