10. ENTITIES REPORTING TO THE MINISTER The two entities reporting to the Minister for Small Business Development are sefa and Seda. The agencies report through governance arrangements that give them autonomy but also enable them to align their strategies with Government policy and priorities.

Seda was established by the National Small Enterprise Act (1996), as amended and has the mandate to provide non-financial business development and support services for small enterprises, in partnership with other role-players in the small business development environment. sefa was established in terms of Section 3 (d) of the Industrial Development Corporation Act, 1940 (Act No. 22 of 1940) and mandated to provide access to finance to Survivalist, Micro, Small and Medium businesses throughout South Africa. sefa supports the development of sustainable SMMEs through the provision of finance.
