The amounts collected are not for the benefit of the Agency, therefore RTIA is an agent to the Issuing Authorities. In terms of section 32 read together with section 13 (1)(b) of the AARTO Act, any penalty received by the Agency must be paid to the Issuing Authority that originated or issued the infringement notice. The collection of penalties in terms of the AARTO Act is a service rendered to the Issuing Authority.
