thank our stakeholders for being so resilient and embracing this with us. We have seen an increase in the number of stakeholders who continue to attend our hybrid and virtual sessions. Aswemove intoJuly, theNelsonMandelaCareerday festival which is a flagship programme of the Department of Higher Education and Training (DHET) and is usually a repository for career information, advice and guidance targeting high school learners and youth Not in Employment, Education or Training (NEET) will not take place physically, however we at Inseta will ensure our Career guidance initiatives will be done virtually and we look forward to all the hybrid and virtual activities and festivities that will take place to celebrate our young people. Inseta is a proud supporter of youth empowerment, and our programmes are designed to equip our youth with the skills that are much needed in this sector. One of the key responsibilities of a SETA is to develop a Sector Skills Plan (SSP) to inform the skills priorities of our sector. As a key deliverable the Inseta has to develop this 5-year plan and review it annually to provide a blueprint for the skills priorities of the Insurance and related sectors emanating from credible research which highlights the sector skills demand and supply trends. The Inseta has recently embarked on consultations to engage employers, industry associations and training providers in preparation for the annual submission of the SSP to the Department of Higher Education and Training by 31 August 2021. We encourage decision makers and key role players from our companies and organisations that represent the interests of the sector and training providers to participate in the various sessions that have been scheduled in the next weeks to provide input and insights into the labour market, economy and skills development focusing on the growth of the sector. My plans for the rest of the year are to focus on clean audits, sound financial management, and turning around an entity by putting effective processes, controls, and governance structures in place. A warm welcome from Inseta to our May- July edition of our external newsletter which features updates, news and insights about our achievements, activities, and plans for the rest of the year. My first 100 days in office as you all would have read was filled with an assessment and review of the organisational strategy, key policies, and systems and most importantly the current human resource capabilities. The six key priorities below continue to underpin the organisational (iii) Digitisation and its impact in delivering e-learning in the Insurance Sector for current and future skills. (iv) Stakeholder Relations Management. (v) Repositioning INSETA as the authority for skills development. (vi) Strategy for SME to contribute to job creation Part of my mandate is to lead the turnaround and repositioning of the INSETA as the skills development authority in the insurance and related sectors. With that said, quarter one had the Inseta teambusy with graduations and yielding some of the fruits of our programmes through Inseta graduations. I am very pleased that virtual learning continues to take place despite the Covid 19 pandemic that we continue to face. As we progress through 2021, Inseta has entered the second quarter of the financial year on 1 June, with an enthusiastic team geared up and in high spirits about implementing all the skills development interventions that have been planned. We very successfully transitioned to hosting virtual online events and training sessions and we strategy going forward. These priorities are: (i) INSETA Sustainability and Operating Model. (ii) Research and Innovation.

INSETA Alert Level 4 restrictions to continue until 25 July 2021. NO MASK ENTRY! EMPOWERED TO INFLUENCE AND INSPIRE!

President Cyril Ramaphosa announced on 15 June 2021 that Adjusted Alert Level 4 will be in place from 28 June 2021 to 11 July 2021. He then announced on 11 July 2021 that the country will go into an extended Alert level 4 until 25 July 2021. Restrictions continue to come amid the third wave of Covid-19 infections hitting the country. kindly take note of the following INSETA measures: 1. I NSETA will be migrating from the previously implemented Alert Level 3 rotational remote work to Alert Level 4 remote working which will be restricted to very limited skeleton staff at the office over the next 14 days. Our availability to our stakeholders and to the team is crucial during this period and communication lines open will be open (mobile phones & emails) 2. T he reception area shall remain open for the delivery and collection of documents and responding to calls. 4. A ll face-to-face meetings with both internal and external stakeholders, will be rescheduled to take place virtually and prior notification of cancellation or rescheduling will be done to ensure effective management of stakeholder relations. 5. Masks will be compulsory when at the Inseta office.

Progress on the Inseta MIS, Development and Implementation

approved. Efforts have been made to ensure that by the time the six months contract extension expires at the end of November 2021, the new MIS system is ready to GO LIVE. For this reason, the user acceptance testing (UAT), training and support will take place later this year and further communication will be sent to stakeholders in due time. INSETA management and the new MIS service provider remain committed to ensuring that a fully functional new MIS system is developed and maintained in line with its business objectives. We look forward to launching the new MIS system.

On the 25th of February 2021, INSETA communicated to the stakeholders that a service provider had been appointed to develop a new MIS System and provide maintenance and support thereafter. The initially intended GO LIVE date of the new MIS System were the 1st of June 2021 but this deadline could not be met. Upon commencement of the project, the appointed service provider encountered significant technical challenges beyond control and as a result. The anticipated period of completion was amended to an additional six (6) months, the new GO LIVE date will be 1 December 2021. As an interim measure and to also avoid disruptions to INSETA’s business operations, an extension of the current MIS service provider’s contract for six months was

3-day Inseta Strategy yields positive results

As a progressive leader, you know that you have the power to transform anything at any time and that through a well-developed process you can create anything that you want to see for your people or for your organization.

In my 100 days in office report, I reported that I had made great efforts to engage with all staff regularly and have acquainted myself well with the various divisions. I was pleased with the level of professionalism that existed in the organisation. At that time, it would have been limited for me to make a pronouncement about the state of the organisational culture however, there was an urgent need to ensure integration and cooperation amongst the divisions so that there is improved teamwork. A survey was undertaken in the previous quarter and the overall staff morale had improved and through the new leadership, the staff expressed appreciation that Management was more responsive and open. In taking this further the more we facilitated strategic planning meetings, the more we recognised the challenges that you face as a leader who is wanting to create change and a develop a new future for your organisation. The team spent three days out of the office to ensure we align ourselves with the organisational strategy to enable us to fulfil our skills development mandate. We were very fortunate to have our Board Chairperson, Mr Sihle Ngubane join us on our first day and pledge his full support as we were ready to engage in robust discussions and innovative ideas to take the Seta forward.

Larona consulting, a leading change management company we were able to work through inherited problems that plagued the Seta previously to open and honest dialogue. As painful as the process were for the staff, the golden thread of working together to build a better and more productive Seta was woven in our communications.

At the end of the three-day session, and together with

Executive management and staff pledged their commitment to the Seta by signing a staff charter.

Some of the highlighted points that the 3-day session focused on is listed below.

At the end of the session, what is important to note is that strategic planning is the ongoing organisational process of using available knowledge to document Inseta’s intended direction. This process is used to prioritise efforts, effectively allocate resources, align board and employees on the organisation’s goals, and ensure those goals are backed by data and sound reasoning and to highlight that strategic planning is an ongoing process—not a one-time meeting.

Inseta Graduations

EMPOWERED TO INFLUENCE AND INSPIRE!

The University of KwaZulu-Natal in partnership with The Insurance Sector Education and Training Authority’s (INSETA) held their Leadership Development Programme (LDP) virtual Graduation.Ceremony in honour of the class of 2020. This occasion demonstrates the working partnership between SETAs and institutions of Higher learning. I applaud this partnership between the INSETA and the University of Kwa-Zulu Natal. It is the kind of collaboration we want to see. The Leadership Development Programme (LDP) was a six- month short course delivered by the University of KwaZulu- Natal’s Graduate School of Business and Leadership (GSB&L) in partnership with the Insurance Sector Education and Training Authority’s (INSETA). The programme was designed to build capacity and to address the leadership skills shortage in the Technical and Vocational Training (TVET) and Community Education Training (CET) sectors. These sectors have the potential to address the skills shortage in South Africa and thus require managers and leaders who not only have the vision, but the necessary knowledge and skills to strengthen these sectors. The course thus targeted managers and emerging managers. It aimed to develop their management and leadership knowledge and skills to enable them to manage more effectively and to provide the leadership required in the sector. This course provided ‘just in time’ and ‘just enough’ learning to meet specific needs in the workplace environment and ensured that employees have the necessary knowledge and skills to function efficiently in management and leadership positions. The purpose of this short course was to develop leaders and managers who are currently

managing others, have the potential to manage others, or who wish to grow and develop their management abilities in the TVET and CET sectors. It provided delegates with knowledge and skills of leadership and management theories and approaches and focuses on developing effective leadership and management skills. The programme targeted a broad spectrum of delegates in terms of age, race, gender, qualifications, and work experience working as lecturers and or managers in the TVET and CET sector interested in furthering their careers in this sector. Ms Gugu Mkhize could not stress what an honor and privilege it was to attend and address the graduates as they celebrated the achievements of the 2020 LDP Due to the pandemic, the course was offered via a virtual platform from September 2020 and ended in January 2021, when delegates were expected to submit portfolios of evidence. It was pleasing to note that of the 50 delegates initially enrolled, 39 received certificates of competency during this graduation ceremony, while 11 received certificates of attendance. Graduates indicated that the programme enhanced their leadership and management skills as required by the sector. To complement the views from delegates were the programme evaluation reports from the facilitators and INSETA colleagues, who all expressed positive sentiments regarding the programme. These sentiments were further acknowledged by the external moderator of portfolios of evidence submitted for evaluation.

Roll out of the Vaccination for PSET Staff

Blade Nzimande Higher Education Science and Innovation

The Department of Higher Education Science and Innovation through the Higher Health Directorate has identified workers in the education sector as high risk and high economic contributors. Therefore, they qualify for priority vaccination in the phase 2 rollout. Considering this, the Department of Health (DoH) has committed to support priority vaccination of PSET staff, and the final authorisation is awaited and expected to be imminent from the Inter-Ministerial Committee and the National Command Council. In preparation for this national priority vaccination of PSET staff; the identification of number of staff per age category and at subdistrict level is key. The purpose of this exercise is to secure the number of required vaccines for your institutional staff per accredited location and mapping each accredited location with the closest DoH vaccination centre and assisting further with the allocation

of required vaccines to the vaccination centre. For Higher Health & DoH to fast-track this process, we kindly request information from all staff that are employed at the Inseta. Rolling out our Career guidance drive - assisting rural high school learners to make career choices that work for them!

The INSETA embarked on career guidance roadshows initiative targeting rural areas in the provinces. The first INSETA rural career guidance event was held in July 2019 in partnership with Nkangala TVET College at Siyabuswa Campus. After a year’s break due to COVID-19, INSETA ran two more successful events in Taung, North West and Kuruman, Northern Cape provinces supported by The Department of Education Districts, Municipalities, Insurance companies and SETAs. The aim of these rural career guidance events is to educate, inform and expose rural learners to various opportunities offered by the insurance sector and SETAs. Students from various local schools who want to pursue careers in insurance and other sectors were equipped with information on how they can further their studies, how to access skill development programmes including leanerships, internships, skills programmes and bursaries for youth. The invited insurance companies and SETAs presented their recruitment requirements and students were also given opportunities to have one on one sessions with the presenters. As INSETA, we realised that most young people leave school with only limited knowledge of employment opportunities and with a limited insight to the most appropriate career direction for their abilities, interest and personality. It is true that when it comes to choosing a career, making the right decision is vital, INSETA therefore strongly believes that more of such events will eventually yield desired outcomes and seeing the throughput rate increase in remote rural disadvantaged communities. Seeing how these learners are eager to ask questions and take as much of information they can, their eyes tell a story of wanting to be empowered. “Education is the great engine of personal development. It is through education that the daughter of a peasant can become a doctor, that the son of a mineworker can become the head of the mine that a child of farm workers

Unlike in-person seminars, which can take several months to plan, webinars are better positioned to deliver relevant, timely information to the audience.” This relevant and timely information is designed specifically for you, the audience. Webinars are the ideal way to grow your expertise and continue your career development as an industry leader fully equipped with a slew of professional acumen. INSETA’s brand promotion and presence was accelerated despite the lockdown challenges. Our social media footprint and interaction was also visible as we held several virtual marketing campaigns on various social media platforms. The INSETA website was also a hive of activity with several posts on industry related topics, stakeholder communiques and invitations to the sector to participate in various INSETA initiated activities. EXTENDED CALL FOR APPLICATIONS: INSETA BURSARY FUND – RESEARCH UNIT CALL FOR APPLICATIONS FOR FUNDING OF POSTGRADUATE STUDIES (HONOURS: NQF Level 7) FOR YEAR 2021 Closing Date: 30 July 2021 The INSETA in Partnerships with its Research Chair DUT invites applicants to be funded towards their Honours studies. The bursary is funded by the Insurance Sector Education and Training Authority (INSETA). The purpose of this funding is to promote research in the insurance sector and support INSETA’s research agenda. Potential applicants must meet the following eligibility criteria to be considered for funding: • All applicants must be South African citizens • The area of study must be of relevance to the insurance sector. • Must not have received any other bursary funding, including NSFAS. Applications will be accepted from Employed Workers (All ages) and Unemployed Youth (Under the age of 35): • Unemployed Youth applicants must be currently registered at DUT • Workers must be employed within the insurance industry Areas of study to qualify for funding: The areas of study that will be eligible for funding include, but are not limited to: • Information Technology & related; • Digitalization, AI and 4IR; • Cybersecurity in the Insurance sector; • Other finance and insurance related qualifications may be considered for funding.
