The targeted audience will be responsive to the sessions scheduled and conducted. Rural organised community structures and public officials will be targeted as priority groups for the programmes. All nine provinces will be targeted for delivery of education and training programmes. There will be a special focus on disadvantaged communities (where possible). Education and training programmes planned will be effective and will promote compliance by responsible parties.
