Overview of Performance of Western Cape Chamber for the 2023/24 Financial Year Challenges during the financial year under review related to the late submission of reports from both the employer and employee parties. The late submission was mainly due to the Parties’ hectic organisational operations. Notwithstanding this challenge, the Western Cape Chamber achieved all the predetermined targets once again. Appreciation should be expressed to all the Parties for their steadfast commitment to ensuring that the Chamber’s operations were not compromised. During an extremely challenging period, this Chamber successfully navigated to adjust the parties’ organisational commitments and that of the Provincial Education Labour Relations Council. Post Provisioning The Minister for Education in the Western Cape concluded his consultations on the 2024 Affordable Basket of Posts on 18 August 2023 with Unions and School Governing Body Associations (SGBs) and declared that the 2023 Affordable Basket of Post provisioning of 36 417 educator posts will be retained for the 2024 academic year. The Head of Education consulted on the distribution of the 2024 Affordable Basket of Posts on 22 September 2023. At this consultation meeting all stakeholders were informed of the cost containment measures that would be implemented from 01 April 2024. To maintain stability at schools for the 2024 academic year, the Department proposed the following: Stop provisioning for substitutes and monitor the impact on the school level. Post-level 1 vacancies can only be filled through following a formal recruitment and selection process. A post-level 1 post will not be allocated for acting positions against vacant substantive Senior Management Team (SMT) posts, except for principal posts. Conversion appointment of PL1 educators on contract against vacant substantive posts will be implemented. A shift of unallocated office-based educator posts to growth provision will also be factored-in. Shift all Grade R posts in the basket of posts to growth provision (manage
