Implementation of Collective Agreements : Due to staff shortages, the unit submitted reports on Collective Agreement 2 of 2020 (quarter four only) and none on Collective Agreement 1 of 2017. Provincial Collective Agreement 1 of 2023, “Recruitment and appointment procedures of educators at educational institutions”, was ratified, being the first for the province. Safety in Schools : The Employer indicated that 158 school-based incidents of crime, violence and learner ill-discipline were reported and addressed regarding the respective schools’ internal disciplinary measures. These incidents included vandalism (13); theft and burglary (24); drugs and other substances (11); bullying (9); assault (59); fighting and intimidation (21); group fights (5); sexual harassment and abuse (10) and possession of dangerous objects (6). Early Childhood Development (ECD) : The Employer, to improve educational foundations developed a concept document to provide pilot home-based ECD services to zero-to-two-year-olds and entered into a service level agreement to provide play groups for 3 400 children. The Employer indicated that for REQV13 and 14 qualifications, the current stipend paid to practitioners was R13 000.00, with a planned conversion to PL1. Practitioners on ECD NQF levels 4 and 5 were currently paid R8 500.00, with a planned increase to R9 137.00.
