12.11 Quality of In-Year Reporting The Committee reviewed and discussed with the Accounting Officer the financial and performance reports throughout the year and is satisfied with the contents and the quality of the reports.

To ensure that the reports are timely, credible and reliable, the following processes were followed:

• Reviewed the quarterly reports together with internal audit reports, • Confirmed that in-year reports recommended for approval were subsequently approved by the Executive Committee prior to publication; • Considered explanations for all significant variances in the financial statements and performance report as compared to the appropriated budget and annual performance plan. • Reviewed the current performance and future requirements for the financial management of ELRC and concluded that the current team has the appropriate skills, experience and expertise required to fulfil their fiduciary responsibilities. 12.12 GOING CONCERN The Committee critically reviewed the documents prepared by management in which they assessed the going concern status of ELRC. Management has concluded that ELRC is a going concern. The Committee concurred with management’s assessment and recommended acceptance of this conclusion to the Exco and AGM. 12.13 CONCLUSION The Committee is pleased with the continuous progress made by the Council in improving the overall governance, internal control, and risk management environment. The Committee concurs and accepts the External Auditor’s opinion on the annual financial statements, the performance information and compliance with applicable laws governing the Council and recommends that the audited 2023/24 Annual Report be accepted and read together with the Auditor’s Report.

The Committee commends the ELRC for maintaining an unqualified audit opinion.
