Irregular Expenditure of R130,2 million consists of R112,6 million paid on expired leases, R17,6 million paid on court order. Fruitless and wasteful expenditure mainly consists of R11,3 million interest paid due to a court order settlement on projects implemented on behalf of Department of Health and other municipality late payments charges. 24.
