2 Programme Purpose The purpose of the Administration Programme is to provide strategic leadership and support the core programmes in their efforts to implement the mandate of the Department. This includes the provision of strategic and operational support services for the MEC and the HOD, the provision of finance and supply chain management services, corporate support services, and organisational risk management services. The sub-programmes are mandated to provide executive support services and promote ethical and good governance within the Department. established in compliance with the provincial guidelines for anti-corruption and integrity to ensure that the Department achieves and sustains clean governance and administration. These include the Gauteng City-Region Anti-Corruption Strategy, as well as the Integrity Management Framework and Policy. These documents provide a holistic, integrative, and pragmatic approach to strengthening the government’s efforts to combat crime and corruption across Gauteng. In addition to contributing to the development of the organisation, there is also implementation of gender-responsive programmes through procurement and allocation of contracts to designated groups such as women, youth, and people with disabilities. This seeks to advance economic inclusion and guard against unfair economic discrimination of designated groups. The 54.24% overachievement in the procurement allocated to black women-owned enterprises, 5% for people with disabilities-owned and 30.38% for youth-owned enterprises is an indication that the Department is taking a serious stance for gender mainstreaming. Outcome: Efficient and effective delivery of smart public infrastructure. During the sixth administration of government, the Department has successfully accomplished a total of 109 infrastructure projects in contribution to education, skills, and health priorities. Among these, 68 were executed on behalf of the Department of Education, 18 pertained to Health, and 23 were designated for other Departments. Noteworthy achievements were observed in major refurbishments at Athlone Girls High School, the completion of the new Bramfischerville Primary School, five community libraries, and three clinics located in Finetown, Dewagensdrift, and Greenspark. Additional significant projects encompassed the demolition and reconstruction of the Noordgesig Primary School, alongside the establishment of a new primary school in Tembisa, as well as the construction of the new Early Childhood Development centre, referred to as the Devon/Impumelelo ECD. A sports facility entitled Operation Mabaleng also constituted one of the pivotal projects completed on behalf of the Department of Sports, Arts, Culture, and Recreation. The Department remains committed to acknowledging the necessity for continued diligence in endeavours aimed at achieving the objectives delineated in the National Development Plan. It is for this reason that strengthening the support services within the Department and absorption of key roles in core services the Department is steered towards achieving its goals. NB: Some projects active on site reached sectional completion within the 2024/25 financial year; namely, Semphato Secondary School, Thuto-pele Secondary School, Dr W.K. DuPlessis, Wedela Primary School and Tshwane Tolab. 4.
