During the reporting periods, the Department conducted a strategic planning session to reflect on performance over the past five years. The session was also a roadmap for the development of the new five-year strategic plan 2025-2030, in accordance with the proposed Mid Term Development Plan (MTDP) priorities of the government. The Department did not receive any material findings on audit of pre-determined objectives (AOPO). The Operation Clean Audit sessions, cooperation, timeous response to Requests for Information (RFI) and various engagements with the AG have assisted the Department in this regard. 2.4 Key policy developments and legislative changes The Department had no major changes to relevant policies or legislation that may have affected its operations during the period under review. 3. ACHIEVEMENT OF INSTITUTIONAL IMPACTS AND OUTCOMES The principal mandate of the Department pertains to its obligation to serve as a steward of immovable assets that are vested in the Gauteng Provincial Government (GPG) pursuant to the Government Immovable Asset Management Act (2007) (GIAM). The Department of Infrastructure Development (DID) functions as the administrator of the complete lifecycle of all fixed properties owned by the Gauteng Provincial Government, being the exclusive public infrastructure delivery entity within the province and the provincial coordinator of the Expanded Public Works Programme (EPWP). Outcome: Optimised–public-owned fixed property portfolio. In fulfilment of its mandate and contribution towards MTSF priority of economic transformation and job creation, the Department remains committed to benefiting the people of the province by the acquisition, development, operation, maintenance, and disposal of public-owned fixed property in a manner that contributes to spatial and socio-economic transformation. Thus, the Department has, during this term, released a total of 55 properties for socio-economic reasons, and 43 suitable facilities were provided to user Departments for intended purposes. Some of these properties are related to private leasing. Other deliverables pertain to the consistent collection of property revenue and payment of rates and taxes and maintaining compliance with the immovable asset register. Outcome: Capable, ethical, and developmental organisation. The Department, through Inter-Governmental Relations, continues to foster the goal of a functional and integrated government. Success in the role assists with addressing issues that have the potential to affect service delivery. The Department has seen a positive improvement in the reduction of irregular expenditure, whilst fruitless and wasteful expenditure recorded fluctuation throughout the administration term. The comparative analysis for the current financial year with the prior year reflects a 17% reduction. The Department continues to apply disciplinary processes with outcomes such as corrective counselling, verbal and written warnings, suspensions, and dismissals. To date, a total of 68 disciplinary hearings have been concluded. In terms of the Public Service Regulations, 2016 (PSR, 2016) designated employees are required to disclose their financial interests on the e-disclosure platform. The Department is utilising the e-disclosure system to ensure that all employees in middle and senior management, including those employees at SCM and Finance, comply with these requirements. The Department has also put measures in place to develop and implement lifestyle audits of senior management members, including SCM officials. This process combines reports from various databases to understand the financial profile of employees regarding their income and assets. This process assists the Department in the prevention and detection of fraud and corruption. The Department has further established an ethics committee to oversee ethics management within DID. This committee plays an important role in promoting a culture of integrity, ensuring ethical decision-making, and reinforcing the Department’s commitment to public service excellence.
