Payables not recognised relates to invoices submitted to the Department before year end but could not be settled due to insufficient budget. Significant balance of R689 million is mainly for Rates and taxes of which payment could not be effected since the budget was reprioritised to Goods and services, subsequently the Department entered into payment plans with various municipalities to settle the balance in the new financial year. Included in the goods and services balance are invoices for leases, security, cleaning and other items.

PART

Non utilisation of vacation leave by officials during the current year has resulted in an increase of leave balance which will expire at end of June 2025 otherwise it will be forfeited and cannot be converted into cash payments. Included in the leave entitlement is a negative leave balance from current cycle amounting to R483 331.00 this related to employees, this negative leave will be recovered in the new leave cycle. Capped leave” in South Africa, particularly within the Department of Public Service and Administration (DPSA), refers to accrued leave days that were valid as of June 30, 2000, which were audited, converted to working days, and recorded.
