“SUPPORT THE GROWTH OF THE AEROSPACE, DEFENCE AND ADVANCED MANUFACTURING INDUSTRIES”

2.1 TECHNICAL AND SPECIALIST TEAM The past year saw engagements between the Technical Team and City of Tshwane increasing as the project steadily progresses into full scale development. The Town Planners continued planning for the Section 101 Certificate for all utility bulk services agreements signed as a result of progress made. The CAV appointed Conveyancers proceeded to run the process of opening the township register. The CAV operations and technical team is preparing to construct the gatehouses for both the CAV and Aerosud and the Geotechnical Engineers had to conducted soil reclassification assessments resulting from changes in the regulations of the Council for Geo-Science (CGS). The Geotechnical Engineers completed the drilling process and submitted to CGS for approval of the recommendations of type of foundations to be constructed. Environmental Control Officer (ECO) was appointed during the period under review. As per statutory requirements Safety Agents, registered with South African Council for Project and Construction Management Professions (“SACPCMP”), were appointed to monitor compliance regarding issues of construction safety, health, risk and quality (“SHRQ”). The technical team is led by the Principal Agent, the rest of the team comprises of electrical, mechanical’ structural engineers, architects and quantity surveyors. 2.2 SERVICE PROVIDERS The stated intention for the development of the CAV as a long-term sustainable entity, running and operating the Centurion Aerospace Village, was to develop the concept of partnering with capable service partners, and not solely by developing internal resources. The service providers to be appointed for operations and maintenance of ATCC include the following: • For Facilities Management, • For Health, Safety and Environmental (HSE) control given the expected occupancy certification of the CAV Landside infrastructure, bulk services and the initial tenant building; and • For security management services.

There was an earlier understanding between the dtic , DPWI and the Waterkloof Air Force Base for accessing parts of the existing Airforce Base land for this purpose. • C-Side (or East Campus) Development CAV C-side or the East Campus, a portion of DPWI land, immediately to the east of CAV Landside and next to the R21 roadway was envisaged to (e.g.) house office buildings, conference facilities and possibly the head office complex of a corporate business entity. Initially Landside and Airside developments were planned to be implemented in phases. Both developments were to be made possible by the application of sourced funding that would be supportive of the industrial policy of the dtci , and would accordingly be aligned with the following key elements thereof: • Planning, development and operation of the Landside and Airside Developments of the CAV as an Aerospace and Defence Supplier Park, • Generally directed towards B-BBEE and Human Resource Development, • Focusing on the encouragement of new small and medium (SMME) sized entrants with the establishment of Multi-Tenant SMME Facilities, • Contributing to skills development; and • Directed towards innovation, technology development and support for associated infrastructure development. A comprehensive shared services model will be developed to support these industries by benefiting from economies of scale and agglomeration, improved processes, increased productivity, and cost competitiveness of localmanufacturers. These services are not exhaustive and include: • Central Shared Logistics Centre with a Bonded Facility and other contract logistics options are planned, • Shared services such as canteen, medical, conference facilities, security and landscaping, etc., will be provided from the Central Hub, • Infrastructure and facilities maintenance services will be available, • Access to a state-of-the-art ICT infrastructure, • “One-Stop-Shop” services related to all regulatory and government requirements, and • Market access support services were provided by government as part of international trade missions.
