5.1 Service delivery and budget implementation plan (SDBIP) The municipal vision and IDP are broad plans which provide the strategic direction to the medium-term budget. To assist with implementation and monitoring, these broad plans need to be broken down into plans for each department in the municipality and into quarterly plans with monthly budgets. These plans are called the service delivery and budget implementation plan (SDBIP). The SDBIP helps councillors monitor the council’s spending and if council is likely to meet its targets. Councillors get updated information on a quarterly and monthly basis. The following illustration shows how the targets in the IDP fl ow through to the SDBIP and performance agreements.
