Municipal FinanceManagement Act Section 16, Subsection (3) does not preclude the appropriation of money for capital expenditure for a period not exceeding three fi nancial years, provided a separate appropriation is made for each of those fi nancial years.
Municipalities are encouraged to disaggregate capital needs across all wards and provide the appropriate information to help ward councillors assess its community needs, including past performance and future requests on a ward-by-ward basis. 4.4 Conclusion Councillors play an important role in the budgeting process. Councillors can work within themunicipal budgeting processes to deliver services and promote development in the community.
