THE COUNCIL HAS TO HAVE A SYSTEM WHEN DELEGATING CERTAIN ACTIVITIES THAT MONITORS SERVICE AND PERFORMANCE. IT MUST ALSO HAVE A SYSTEM FOR DEALING WITH COMPLAINTS.

According to the MFMA and the MSA, the following responsibilities may not be delegated by council: passing by-laws approving budgets raising loans imposing taxes, levies or duties

entering into a service delivery agreement approving or amending the municipality’s IDP.

2.2 Conclusion The separation of executive and administrative powers is important because it sets up checks and balances between elected of fi cials and municipal employees. Councillors need to understand their role in ensuring that government is accountable and transparent.
