1. AUDITOR GENERAL’S REPORT: PREDETERMINED OBJECTIVES The AGSA currently performs certain audit procedures on the performance information to provide reasonable assurance in the form of an audit conclusion. The audit conclusion on the performance against predetermined objectives is included in the report to management, with material ¿ ndings reported under the Predetermined Objectives heading in the Report on the audit of the annual performance report section of the auditor’s report. Refer to page 232-236 of the Report of the Auditor General, published as Part E: Financial Information.

2. OVERVIEW OF DEPARTMENTAL PERFORMANCE 2.1 Service Delivery Environment

With a land area of 18 182 square kilometres, Gauteng is the smallest of the provinces. Data for the years 2002 to 2019 shows an average population density of 650 people per square kilometre. According to the 27 July 2020 mid-year population estimates for South Africa, Gauteng is by far the most populous province in South Africa with more over 15 488 000 or over 25% of the national total. PROGRAMME 2: CULTURAL AFFAIRS In 2005, the Executive Council approved the Gauteng Creative Industries Development Framework (CIDF) to develop creative industries to maximise their contribution to the economy, community development and urban regeneration; provide a coordinating framework for investment and implementation in the province, and to explicitly align creative industries activities with the Gauteng Growth and Development Strategy. The department developed a detailed Implementation Strategy for the CIDF in 2011. In 2013, it updated the implementation plan for the CIDF and its sub-sector strategies.
