Reasons for deviations Number of monitoring visits conducted A total of six monitoring visits could not be conducted because of the COVID-19 related lockdown. Number of new libraries built (sector indicator) Late change of DSACR Planning and Implementation Strategy. Projects were transferred to DID as per SACR and DID meeting resolution on 27 November 2019. Number of existing facility upgraded for public library purposes (sector indicator) Local sub-contractors requested to be responsible for purchasing materials and to charge the main contractor for materials and labour. They however could not secure funding to purchase the materials and subsequently agreed to charge only for labour which will allow the project to proceed. Due to school travel restrictions which started before the of ¿ cial national lockdown and due to social distancing regulations, learners were unavailable to take part in the programmes. Number of organisations ¿ nancially supported to inculcate a culture of reading in communities As a result of delays in submission of the compliance documents by the shortlisted organisations, the department was unable to meet the payment deadline. Number of workstations for visually impaired individuals established in libraries Signing of SLAs and agreements by SALB, DSACR and municipalities was delayed; this delayed payment. Number of library subscriptions renewed The department had awaited National Treasury’s sole service provider research report since December 2019. The report was received a few days before the lockdown. Number of library holiday programmes implemented

Number of archival contributions to National Automated Archival Information Retrieval System (NAAIRS) A total of 2 974 records were accessioned and captured, however not uploaded on the NAAIRS by National Archives. The electronic NAAIRS System only when live on 1 April 2020. Strategy to overcome areas of under- performance Number of monitoring visits conducted Monitoring visits will be continued in the 2020/21 ¿ nancial year. Number of new libraries build (sector indicator) Planning for 3 libraries (Mullerstuine, Kocksoord and Zuurbekom) was not concluded by the end of the ¿ nancial year; however, a conceptual plan for the 3 sites was prepared. This will require the appointment of a professional building environmental specialist to proceed with the planning process. Number of existing facility upgraded for public library purposes (sector indicator) Rust Ter Vaal Library upgrade will continue in the 2020/21 ¿ nancial year. The holiday programmes will continue in 2020/21 after lifting of the lockdown regulations and social distancing. Number of organisations ¿ nancially supported to inculcate a culture of reading in communities A presentation of the shortlisted organisations that complied will be done to the Bid Adjudication Committee (BAC) as soon as the national lockdown has been lifted. Number of workstations for visually impaired individuals established in libraries Preparations have been put in place to ensure that, as soon as libraries are open, implementation of the project will commence.
