Part A: General Information & Strategic Overview

The Department, in partnership with the University of South Africa (UNISA) has planned workshops relating to the training of Voluntary Food Handlers (VFH’s). The training will upskill the participants in basic food preparation and compliance with Occupational Health and Safety (OHS) rules and regulations. The VFH’s, upon successful completion of the workshops, will receive a South African Qualifications Authority (SAQA) accredited certificate upon completion of the training. Access to Schooling The Department is servicing 1404 no-fee schools with approximately 1,424,270 learners. The national threshold for no- fee schools is increased to R1,390 per learner. Scholar Transport The pro-poor policies have made it possible for approximately 124,752 learners to have access to scholar transport to 419 schools in the Province. There is a need to include Learners with Special Education Needs schools (LSEN) on the programme. A total of 18 496 learners’ in 13 LSEN schools across the 15 districts will be transported in 2019. The agreement between the Department and the Gauteng Department of Roads and Transport will be enforced to monitor roadworthiness of the vehicles transporting learners. The Department is currently conducting a learner transport audit of all the bus routes in Gauteng. The objective of the audit is to optimise and efficiently deliver a scholar transport service. The study encompasses the technical, qualitative, quality and safety components of the scholar transport system that is currently in place. • An audit of all the learner transport routes in Gauteng. • The GPS mapping of all the learner transport routes in the province, • The optimization of all current learner transport routes, • An audit of the vehicles utilised on the routes, • The calculation of distances between all pick-up points and schools across all routes. • The level of GDE and service provider compliance with statutory provisions. • Stakeholder perceptions of the program in respect of safety, efficiency and comfort. • The development of a single learner transport programme database that is up to date and complete. School Sports The Department will strengthen school and community-based measures to engage learners and youth productively, including building of recreation activities and promoting sport, arts and culture, as well as life skills education in our schools and communities.
