Annexure A: Strategic Objectives and Target Framework
Considering the new mandate, the Department replaced its four strategic goals and ten educational pillars with five new goals and twenty priorities to align to the Sixth Administration’s mandate. Strategic Goal 1: Early Childhood Development (ECD) Priority 1: Complete the universalisation of Grade R and begin the preparations for the introduction of Grade RR Strategic Objective: 4.10.1 To increase the number of learners in Grade R by providing resources and support. Objective Statement
The Department endeavours to, through the assistance of the Early Childhood Development Directorate (ECDI) and the Department of Social Development, to broaden the access to Grade R and pre-Grade R programmes in all communities. To achieve quality education in the sector ECD practitioner’s development to ensure that Grade R practitioners have the knowledge, skills and abilities necessary to improve young children’s socio-emotional, motor skills, and cognitive outcomes. Enrolment at public Grade R: 120 000 Number of practitioners trained: 750 Grade R and Pre-Grade R Increase the number of Grade R enrolment to 160 000 and the Increase the number of Grade R enrolment to 160 000 and the number of practitioners trained to 750
